17132 - Page drawn correctly until right before loading has finished

Overview Description: When loading the url, some of the page is being drawn
correctly until right before the page has finished loading.

Steps to Reproduce:
1) goto url, and look at the upper right corner of the page.
2) watch what it looks like while the page is loading, and after the scroll bar
has appeared.
3) now scroll down and then back up again (page should now be correctly drawn)

Actual Results: I think it has something to do with the scroll bar. The page
looks fine until after the scroll bar appears.

Expected Results: The rows should not be over-extended.
