Affected Versions:
Nightly 90.0a1

Tested On:
MacOS 10.14, 10.15, M1 Macbook Big Sur

Steps to Reproduce:

  1. Go to any sites that is scrollable, ex: facebook, reddit, etc
  2. Perform a simple horizontal (only) scroll
  3. Watch over the elastic animation

Expected Results:
The page is steady and the elastic overscroll effect is triggered only horizontally.

Note:
This issue is more visible when using a touchpad. When using a magic mouse it's more kept in line.
