Steps to reproduce:

I tried to download files from Artstation.

Actual results:

Firefox would open and close a blank tab for each download. This hurts and triggers my migraines.

I contacted Artstation. They insisted it's a Firefox bug because other browsers can treat target="_blank" as a regular download.

Expected results:

No migraine triggers.

One possibility would be to not open extra tabs for target:"_blank" download links. Another would be to open target:"_blank" links but in the background, and then wait 5-15 seconds before moving ones which have not closed themselves to the foreground.

Thank you for taking the time to report this issue.
I was able to reproduce this issue using Mac OS 11.0.1 on Nightly 90.0a1, Beta 89.0 and Release 88.0.1 versions.
Marking this issue as NEW in order to get the attention of our developers, and setting up the proper flags.
