When the URL text box is hidden, the Open Location menu item does not open a
dialogue box.


Reproducible: Always

Steps to Reproduce:
Restore the toolbars to their default configuration, and hide the navigation
toolbar using View > Show/Hide.

Open the File menu and select the Open Location menu item.

Actual Results:  
Nothing happens, no dialogue box is displayed - and nothing appears to be
highlighted to allow you to enter an address.

Expected Results:  
A dialogue box should open for the address to be entered in to.
This used to work.  I'm guessing the new customizable toolbars did something to
break this.  hewitt, please fix.
