Currently, the (browser.translation.ui.show) pref is responsible for showing both the legacy translations infobar and the translation-related preferences in about:preferences (Screenshots).
If also the extensions.translations.disabled pref control the display of the translation-related preferences, the following issue is addressed: Unable to reset blocked websites/languages bug
