HBO Max stalling in PiP mode

Details
As noted above. Seems fine when it's not in PiP. Seems maybe worse when iconified but not totally reliable.
I know this is not a very good report. Do you have any data you'd like me to collect?

The Bugbug bot thinks this bug should belong to the 'Toolkit::Video/Audio Controls' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Hi ekr,
Does the video stall if the HBO tab is in the foreground? This might be another case of a site trying to save resources by throttling back video playback quality via the Page Visibility API.
