Details

Icon & text mode doesn't look too good since the buttons are all squeezed
together.  There should be an even amount of space between each button.  Also,
it looks like some of the rules in browser.css dealing with modes really belong
in a toolkit skin file like toolbarbutton.css, e.g.

toolbar[mode="icons"] .toolbarbutton-text {
  display: none;
}

In general, there's some cleanup needed here.
