This is a follow-up bug of bug 1708263.
We added a test to browser_suppressFocusBorder.js in this bug, but there is one error on Linux verify mode.

But it seems that the error possibility to happen at any browser tests for urlbar, not particular for browser_suppressFocusBorder.js.
In this bug, we aim to fix the underlying issue, then remove the skip-if for browser_suppressFocusBorder.js.
When we can fix this, can proceed bug 1715544 as well.

Ah, no. We can proceed bug 1714242 if fixing this issue, not bug 1715544.
