When a user gets an onboarding prompt for Firefox Suggest and selects the "Disable" button, the user gets sent to the search preferences section of the preferences page.

The onboarding dialog will be shown in 91 at the earliest, so we don't need to uplift this to 90.

I have verified this implementation on the latest Nightly 91.0a1 build (Build ID: 20210701101609) on Windows 10 x64, macOS 10.15.7 and Linux Mint 20.
- The "Disable" button is correctly displayed in the onboarding prompt and redirects to "about:preferences#search" page.
