Bug 1703692 added permanent key to CanonicalBrowsingContext as a solution to a race between browser shutdown and tab state flushes.
This was meant to be a temporary solution, and the more permanent fix is to remove Session Store's dependence on browser.permanentKey. This might mean using BrowserID instead, or something else entirely.
Fission:MVP since CanonicalBrowsingContext::PermanentKey works, but we should still replace it eventually.
Would be nice to have, but not essential for shipping Fission.
