171716 - Impossible to download files with recent builds

It is impossible to download a file using mozilla 2002093004 (noticed it in 0928
too, don't know if that was the first build that had this bud).

After clicking on a link that should download a file, the browser shows the message:

c:\windows\temp\FILE_NAME could not be saved, because the source file could not
be read .Try again later, or contact the server administrator

I tried on several servers, with the same result.

Reproducible: always

Steps to reproduce:
1. Try to download a file, following a link

Result: message indicating that file can't be downloaded, download doesn't happen

Expected result: download starts
