Steps to reproduce:
- Visited webpage at uuidgenerator.net and pressed Ctrl+F5 (but this bug seems to affect many sites), waited for page to load
Actual results:
Since the nightly build 2021-06-17 I've noticed that lots of pages are "slow to load" (very vague, I know). Upon investigating in DevTools they're spending a tons of time in the "Blocked" phase (like, upwards of 20000ms).

Expected results:
Page should have loaded quickly.
I can reproduce in Troubleshooting Mode. I can't reproduce in a fresh profile. I have TRR enabled.

The Bugbug bot thinks this bug should belong to the 'Core::Performance' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

We can go with Performance if the bot likes the sound of that. I suspect the root cause is something Core::Networky though, tbh.
