Steps to reproduce:

Automatic upgrade to 89 causes regression of titlebar focus color

Actual results:

Titlebar remains same color in focus and out of focus.

Expected results:

Titlebar changes colors to denote focus state.

Reproduced on the latest versions of Firefox Nightly 91.0a1 (2021-06-22), beta 90.0b11 and release 89.0.1.
Setting up flags and a severity of S4.
Not a recent regression as it can be traced back to at least Firefox 70.0.
