The tree sort arrows used in Windows:

Do not match the proton theme icons used on all other platforms:

Additionally, in Windows changing the tree sorting also changes the width of the column being sorted.

The tree sorting icons in OSX match the Proton theme. They also do not cause the width of the sort columns to change.

Changes to the library windows are not a priority although current tech debt work focused on icon consolidation could help address the icon issue on Windows. I agree we should fix this as part of the ongoing tech debt work to help bring consistency to how icons are managed.
