Steps to reproduce:
This is being broken out from a prior bug report of mine. I recently discovered that when a download fails, the usual yellow dot indicator appears behind the blue semicircle that shows the progress. It is very hard to see.
Expected results:
I would expect the dot to either appear in front or not overlap the circle.

This doesnt seem like a defect but more of an enhancement.
I'll change this to an enhancement and maybe someone from our dev team will pick it up when they have the time.

The downloads indicator badge doesn't have a z-index property but some other
elements in the downloads indicator do. That causes the badge to appear behind
some elements but not others. It should definitely appear above all of them IMO
since it's the element that conveys the ATTENTION_SEVERE state which possibly
indicates malware.
