contextMenus and menus are essentially the same, lets drop the menus namespace in favor of the compatible namespace.

Apparently Safari also shipped menus, so maybe we try to get Chromium to adopt it instead of deprecating.

Chrome doesn't want to remove the contextMenus namespace,
and Safari already supports menus and contextMenus, without a desire to remove either (for backcompat).

We will keep both namespaces around in Firefox.
