User-Agent:       Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.2b) Gecko/20020930 Phoenix/0.2
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.2b) Gecko/20020930 Phoenix/0.2

After applying the Modern Theme from prefs, the Customize... toolbar control
panel doesn't launch but brings up a download dialog box for
customizeToolbar.xul as well as an extra window.

Reproducible: Always

Steps to Reproduce:
1. Edit ->  Preferences... / Themes - Modern - Ok
2. View -> Toolbars -> Customize...
3.

Actual Results:
An extra window opened up (minimized as a floating title bar) and a download
dialog began for customizeToolbar.xul file.

Expected Results:
The toolbar customize control panel should have dropped down from toolbars.

If you have two browsers open when you try this. the browser that you performed
the action in will have frozen toolbars. However you can switch over to the
other browser, change the theme back to classic and launch the customize toolbar
control panel.
