Reproducible: Always Steps to Reproduce: 1. Edit -> Preferences... / Themes - Modern - Ok 2. View -> Toolbars -> Customize... 3. Actual Results: An extra window opened up (minimized as a floating title bar) and a download dialog began for customizeToolbar.xul file. Expected Results: The toolbar customize control panel should have dropped down from toolbars. If you have two browsers open when you try this. the browser that you performed the action in will have frozen toolbars. However you can switch over to the other browser, change the theme back to classic and launch the customize toolbar control panel.
