When title bar is full of pinned tabs, arrows do not appear to move between them. The title bar buttons disappear, together with the new tab button.

Steps to reproduce:
I've been running Nightly (have been there to see the development of Proton get pushed every night) for a while now and I assume this bug has gone unreported.
I pin a lot of tabs that go all the way across the Firefox title bar. At some point, I seem to reach a limit, and that limit seems to cause a bug that happens quite frequently.
Actual results:

At the limit, the title bar's close, maximize, minimize, arrow, and new tab buttons can sometimes skew off, not allowing me to use them, making it a hassle to try and (for example) close or maximize/minimize the window.
Expected results:
The second part of the screenshot shows what should happen when there are lots of new tabs: they should be able to be moved through with the arrows provided, and new tabs should be able to be created without any hassle. I should also be able to use that overflow menu arrow to go through tabs that are not pinned.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I'm setting this as NEW as it is reproducible
I found that the easiest way to reproduce this is to reduce the window size before pinning the tabs.
