1718630 - Fix browsertime YTP widevine on windows

youtube widevine is failing intermittently for windows with a command line error like below. Webextension is passing the test so we’re losing some coverage. This is blocking the migration of youtube-playback to browsertime and implicitly the general migration from webextension to browsertime.
