allow bonsai to send mail if tree has horkage

Details
currently bonsai looks at itself to know whether the tree is open or closed and if mail is set up to be sent in either of those conditions, it sends it. We'd like a piece of mail to be able to be sent if any of the builds on the page are red. (I don't want a red build to automatically close a tree, since there are quite a few instances of ignorable redness.) I believe that this would entail Bonsai querying tinderbox instead of just itself. This should have no effect on 'the hook'

The Mozilla Mx milestones are meaningless to webtools. changing target milestone field from M1 to untargetted
