User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:91.0) Gecko/20100101 Firefox/91.0

Steps to reproduce:

1. Create new profile
2. Install Tree Style Tab and Quick Dial
   https://addons.mozilla.org/firefox/addon/quick-dial/
   https://addons.mozilla.org/firefox/addon/tree-style-tab/
3. Click on “Open a new tab” in TST and tabbar areas alternately

Quick Dial page should be loaded in both cases.

In Browser Console
Security Error: Content at moz-extension://Tree Style Tab UUID/ may not load or link to moz-extension://Quick Dial UUID/dial.

Shane, could you limit this check to MV3 for now? This is a relatively late regression, and Luca and I believe that it would be good to not break extensions without notice.
