171937 - most frequent bug frame/table is garbled

I came to this page to enter a different bug, but when I saw the most frequent
bugs frame, I knew there was another!
This bug did not exist in the 1.2a/20020910 build of Mozilla 

Reproducible: Always

Steps to Reproduce:
1.  Visit http://bugzilla.mozilla.org/enter_bug.cgi?product=Browser&format=guided
2.  Try scrolling up and down in the frequent-bugs frame

Actual Results:  
Text in frame/table is severly garbled.

Expected Results:  
scrolled the table/frame without garbling the text.

I've seen similar garbling (Win98, build 20021001, ATI vid card), but only while
a page is loading.

For example, if I open a link in a new tab, then switch to is quickly, I'll see
the garbled screen.  It gets fixed soon after, though (after a reflow?)

This seems to be a widespread frame/iframe problem. It regressed sometime in the
last day.
