FireFox won't login to firefox account with a password that works on another computer

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:89.0) Gecko/20100101 Firefox/89.0
Steps to reproduce:
- Have two Windows 10 installations on same computers but different drives.
- Install Firefox on both.
- Login to FireFox from 1st installation
- Reboot into 2nd installation
- Attempt login to FireFox with same email+password
Actual results:
Received "wrong password".
Verified username+password on 1st installation, saved to notepad, copied+past on 2nd installation, still access denied with "wrong password"
Expected results:
Successful login into firefox account on 2nd installation

The Bugbug bot thinks this bug should belong to the 'Toolkit::Password Manager' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I think this is a Firefox Accounts issue, but send it back if its to do with Primary Password and password manager logins.

Unfortunately, without more information, we can't investigate further or fix this issue. If more information becomes available, we can reopen and look at more of this.
