switching between multiple windows in Firefox for Mac OS doesn't work quite right

Steps to reproduce:
I am using Firefox 89.0.2 on Mac OS 'Big Sur' 11.4 running on a 2019 MacBook Pro.
Firefox had been restarted the previous day and then left open while I put my Mac to sleep overnight. I often leave Firefox open for several days at a time (or weeks).
After reawakening my Mac at the start of the day, I went to switch between the four Firefox windows I have open using Cmd + `.
However, it just switched between the current and last windows.
I tried holding it down and it just switched between those two windows dozens of times, continuing a second or two after I released the keys.
Workaround:
Clicking on the 'Window' menu with my mouse and selecting one of the other windows cured this bug, at least temporarily (it has happened before). Since doing this, Cmd + ` happily switches through all four windows as expected.
Actual results:
Firefox just toggled between displaying the current and last opened window.
Expected results:
Firefox should have switched between all four open windows in turn.

Right. Here's what happened: Cmd + ` only switches between non-mimized windows.
Selecting a minimized window from the Window menu, of course, pops it back up.
To be fair, this could be made clear in the documentation.
