add exception for delete cookies on website, not only in settings

Steps to reproduce:
go to settings and enable "Delete cookies and site data when Firefox is closed"
Actual results:
all cookies get deleted, now I want to add exceptions for sites, where I don't want to relogin on every browser-start.
This is only possible in settings, which is quite inconvenient.
Expected results:
Having a button for this under protection page on every website would be much faster.

The Bugbug bot thinks this bug should belong to the 'Firefox::Preferences' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
