found using 2002.10.01.07 mach-o moz build on 10.1.5. neither File > Open File
nor cmd-O will open files. i get as far as the file picker, but once i click
"open" the dlg goes away and no file is opened.
as a workaround, i can enter "file://<path...>" in the URLbar and open files
that way.

also a problem on 10.2.1.
another observation: this bug also crops up when choosing an application for the
helper app dlg.
in fact, i'm thinking this'll show up anytime the user hits the "choose file"
button in the app. would that be correct? (if so, then this could block qa work
in several areas...)
