[Steps to reproduce]

  1. Launch the AR(RTL) Firefox browser.
  2. Reach the View Certificates modal from about:preferences
  3. Open the Certificate Manager

[Expected result]
The Twisty-collapsed-rtl.svg icons should be displayed on the right side of the panel.

[Actual result]
The arrow icons are missing from the Certificate viewer modal.
