this: "<a href="#%A5%ED">Src</a>" is valid per RFC 2396.

as for "<a name="%A5%ED">Dst</a>", shouldn't that be escaped using the
HTML-escaping rules instead (i.e., "&xyz;" or whatever)?
er... "yes".  That's totally bogus -- name values are not URIs and should not be
processed as such.
