Firefox thinks https://online.adp.com/signin/v1/ needs translating (but doesn't know the language)

STR:
(1) Be using Nightly with about:config pref extensions.translations.disabled
set to false
(i.e. have translations enabled)
(2) Visit https://online.adp.com/signin/v1/ (which just displays a throbber-image) or https://my.adp.com/ (which redirects to a more-complex & functional version of that signin page). Each of these URLs reproduce the issue for me.
ACTUAL RESULTS:
- A translation icon appears at the left edge of the location bar.
- If you click that icon, an info-bar appears that says:
This page is in [ v] Translate this page? [Translate] [Not now]
...with an empty spot where the page's language should be.
EXPECTED RESULTS:
- This page shouldn't trigger the translation UI, since it's in US English and I'm using a US-English Nightly
- If the translation UI is triggered (here or elsewhere), it should tell me the page's language rather than telling me the language is [blank].
