Steps to reproduce:
Note: I've had this bug for many years, on my computer and other people's computers (all running Windows 7 x64).
- Visit a website (eg www.ebay.com, www.amazon.com, www.microsoft.com - bug does NOT occur with www.google.com or www.bing.com)
- Hit Ctrl+s
- Hit Enter to save
Actual results:

The Downloads Library reports that the download "Failed", with a "Retry" button on the right. An incomplete download appears on the disk, with no way to know how much is missing.

Clicking the "Retry" button ALWAYS succeeds immediately.
An example of saving www.amazon.com:
• Try to save the page, it fails. Total downloaded = 3.12 MB
• Try to save the page, it fails, delete the partial download, click "Retry", it succeeds. Total downloaded = 408 KB
• Try to save the page, it fails, leave the partial download alone, click "Retry", it succeeds. Total downloaded = 3.01 MB
