Steps to reproduce:
when mousing over certain screen elements in firefox (this happens on many websites) there seems to be an unpleasant flickering that is reproducible. I have included an example gif on a website that I experience this issue. this issue coincided with the new update I received on July 19th.
Firefox version is 90.0.1 (64-bit)
I have not added any new Firefox addons for a long time so unless it's a new version conflict they shouldn't be causing this problem, I can provide a list if needed.
Actual results:
screen flickering on what I believe to be mouse-over state changes
Expected results:
there shouldn't be this sort of screen flicker

It seems that the PC had multiple displays. Then the problem seems to be dup of Bug 1721098.
Display0: 1920x1080@144Hz : NVIDIA GeForce GTX 1070
Display1: 2560x1080@60Hz : NVIDIA GeForce GTX 1070
Display2: 1920x1080@60Hz : NVIDIA GeForce GTX 1070
DisplayCount: 3
oh if the display info is important one of the 1920x1080 displays is an art display tablet, Display 0 and 2 are HDMI, Display 1 is DisplayPort
