As reproduced by Oana Arbuzov:

Thanks for the report, I was able to reproduce the issue following the second scenario but with fewer steps.

Steps to reproduce:

  1. Visit https://www.google.com/maps/@36.0669524,-115.039043,17z
  2. Switch to satellite basemap in the lower left corner.
  3. Zoom in one level using the plus sign in the lower right corner.
  4. Click on the pegman in the bottom right, or pick it up (drag it) with your mouse and drag it over a street.
  5. Observe behavior.
