apprunner, linux & win95
all pref panes show up except manual proxy.

I have a fix for this....Missing a dtd file.

Verified fixed in the 1999111016 M11 build, Windows NT.
Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.
