Way back we create the partner-confidential and partner-confidential-visible groups to allow b2g partners to file private bugs only visible to the reporter, assignee, qa contact and members of the cc list. And mbest@mozilla.com was auto-cc'ed on these new bugs so he could triage them. He is no longer with the company and I am not sure we even need the partner-* group support any longer.
Should we: 1) Find someone else to replace mbest as the default auto-cc or 2) remove the partner-* group support altogether?

More information:
- partner-confidential-visible is only available to mozilla employees currently.
- there are no open bugs with partner-confidential set currently
- we could eventually just remove the code and leave the group in place so that we do not accidentally open a bug that needs to remain private
partner-confidential is still valuable and shouldn't be deleted.
A recent example of it being used is the MSIX packaging work (bug 1708830 and related bugs).
As the group is for generic partnership it's hard to find a specific person who could fix bugs that are accidentally placed in that group. But clearly mbest needs to be replaced.
Let's replace him with me; I'll triage bugs and either remove my CC or fix the groups. Please add a comment to the relevant part of Data.pm explaining why this exists.

All of those dependent bugs I had to manually go in and remove partner-confidential group so not sure if all were not place in the group initially as an error.
