Steps to reproduce:

I would like the ability for a filter to trigger only if the inbox (or the entire email account) reaches a certain size. This would allow me to create a filter that moves large emails into an offline folder if the quota exceeds 90%.

Sorry I don't think we would implement that. There is however, the "run periodically" option for a filter, which should resolve the problem.
