[PP]Progress dialog: Not moving dialog results in very long installations

Build 1999-10-25-09-M11(WIN)

1. From http://jimbob/trigger2.html, click drop-down menu and select any file
   like a_adddelcomp
2. Click Trigger case button
3. From XPInstall confirmation dialog, click OK button and be sure to not move
   mouse pointer thereafter

RESULT:
XPInstall progress dialog appears.  Second field may indicate 'Transferring data
from jimbob' while the first field remains blank.  This can last for over 30
seconds before installation completes.

I noticed that after the progress dialog appears, I can click on this dialog and
move it to "make it" install faster.  Normally, installation is a couple of
seconds if not less.

EXPECTED RESULT:
No need to move progress dialog to speed things up.

NOTE:
From Win98, the progress dialog does not even display properly.  The title bar,
outline of dialog, and progress meter appear.  The remaining area within the
dialog is simply the desktop behind the dialog.
Jimmy, I tried with today's build, and I'm not seeing long installation on my NT
and 98.  Can you verify?

I do see some paiting problems on 98, but the dialog is going away when Dan
rolls in the new UI.

From Win98, if I trigger the jar file described originally, it takes me about 65
seconds to complete installation.  If I repeat this same test and force redraws
by clicking on overlapping windows, then installation takes about 1-2 seconds.
looks like we're having trouble reproduce what's happening on Jimmy's machine...
need more investigation.

Jimmy was able to find another win98 machine in the dial-up lab that will show
extremely slow progress dialog, and causing the install to take a long time to
finish.
Doug, can you help investigate this problem??  Can this be proxy related?
The trick is, it is not reproduceable on *every* machine...
