Revert: http://crrev.com/c/2985840The original patch was reverted because it caused many clusterfuzz bugs.
I made several web_tests based on those cluserfuzz bugs and included
them in this reland. I also removed thestatus: "experimental"from
RuntimeEnabledFeatures for this feature so it won't even be enabled for
ExperimentalWebPlatformFeatures or get tested by cluserfuzz. This way it
will make it easier for this code to stay up to date and get built on
for other related features. In the meantime I will try to make the
