After Bug 1713439 mochitest-remote will include message-handler mochitests which should run on Fission.
Therefore we should allow the job to run on Fission platforms, and exclude cdp-specific test suites via skip-if statements in their browser.ini files.

Agreed on Element that it is important to have the BiDi specific browser chrome tests running for Remote Agent with Fission enabled. Otherwise it will be hard to spot low-level failures and regressions during our implementation.
