As part of an MVP prototype for the next phase of Firefox Suggest, we want to implement top hit results.
Natalie and I talked about it, and for now we'll draw top hits from two possible sources: Places (bookmarks/history) and quick suggest. i.e., top hits will be either Places results or quick suggest. A configurable frecency threshold will determine the top hits. We'll give quick suggest results a configurable constant frecency so they can participate in this ranking. (Long term we'll want a smarter way to rank quick suggest results among other results.)
Natalie specified there should be at most two top hits, but we could probably trivially make the limit configurable so that product could experiment with it.
If no results cross the threshold, then there won't be a top hit.
