Website elements don't get refreshed neither with F5 or Ctrl+F5

There's this weather forecast website with radar.
I often have it open for some length of time. And try to refresh to see the current radar animation but firefox just keeps showing the massively outdated element.
On chromium refresh always works.
I noticed it on two places. Here the (the not always present) "live radar" video:

The first one almost never updates no matter much I clobber F5/ctrl+F5
The second one is takes several attempts to update. On Chromium, unlike in FF it appears that the animation is updated automatically.
I noticed this over several recent FF versions.

I can reproduce this issue on macOS Big Sur 11.4 using the latest Firefox Nightly 92.0a1, Firefox 91 beta 9, Firefox 90.0.2, and Firefox 78.12 esr. Setting this issue to NEW and moving to the Audio/Video component (if this is not the right one, please move this to a more appropriate one).
It seems like I have to refresh the page like 8-10 times to get the radar video refreshed. Seems rather silly.
Radarhd was changed since I reported the bug. The new one updates correctly it seems. The old one was like this: http://web.archive.org/web/20210623051158/https://www.idokep.hu/radarhd
(I'm unsure whether web archive stores data relevant to this issue.)
