Modify and update previous efforts in applying the RLBox API to VorbisDecoder. Previously, this resulted in a sandboxed libVorbis. This extension involves sandboxing libTremor as well.

+++ This bug was initially created as a clone of Bug #1634285 +++

Move to RLBox API to invoke functions in libVorbis in the VorbisDecoder so we can easily switch between unsandboxed and sandboxed versions of libVorbis. For now this task will still use the unsandboxed libVorbis included in tree.
