This was an OS/2 GUI feature which can be handy. If the scrollbar is at one end or the other then the button to move it in that direction can be disabled. This gives you a clear indication when the scrollbar is fully at one end, and not just within a few pixels. Just a suggestion...
I'm confirming this as I have found no dupes

This is not standard interface behavior on neither Mac OS nor Windows, or any other OS I know of. Suggesting WONTFIX here unless you want it OS/2-specific.

Well, OK. It's not harmful but I guess it isn't standard either. Far be it from Mozilla to try and improve things!

Well, it's not that we don't want to improve, but at least from my point of view we do want the user to feel comfortable when using our application. That includes *behaving* as the user *expects* us to behave (i.e., not being too "creative" when it comes to how the standard UI widgets behave :-) ) If all applications on your computer behave a little differently when it comes to basic stuff like buttons/menus/etc you get rather fed up with it (unless you're a geeky computer wiz and enjoys those sort of things (cf Linux user :-)) ).
