1724166 - Add pref for large keepalive factor

Description

[Valentin Gosu [:valentin] (he/him) {{ AFK in July }}]

For TRR we use a large keepalive which may affect the battery life on mobile.
The large keepalive flag increases the regular keepalive by a factor of 10.
We should make this preffable so we can experiment with it on Fenix and evaluate its impact.
