as we are not shipping fission from esr91, lets reduce our test coverage there.

mochitest-webgl appears to be the only affected suite. The patch just removes the various fission variants from the relevant test platforms and cleans removes redundant lines when they match the default. A quick look on the available mochitest-webgl jobs on Try looks good (and the decision task isn't broken, so that's good :-)...)

FWIW, one thing worth calling out is that fission tests on other test suites are still available to run on e.g. a Try push even though they aren't scheduled by default in CI. My patch outright makes the webgl jobs unavailable. I think my change is the more correct end state, but I also don't think it's worth going through every test suite and making the same changes.

I guess this patch & bug arguably should be renamed to just disabling for mochitest-webgl, though.
