Mouse pointer over 'My panels' bar is wrong

Details
The mouse pointer over the 'customize...' is not the usual pointer, but is the vertical resize icon. It should be restored to the default pointer over the whole 'My panels' bar.

Yes, you are right, the pointer should be an arror over the button. It is a double arrow because the ?My Panels? bar is a splitter widget. Back to trudelle. I am not sure who implemented the pointer switching.

Cursors can be changed in CSS. Try "cursor: default;" style rule.

I've read both bug reports and they appear to be the same bug. And there seems to be a lot of duplicates for this bug showing up.
