1724804 - Enable root store operators to edit/delete Policy Docs that are 'Complete'

Under the 'Update Policy Documents' button in Audit and Root Inclusion Cases, show the edit and delete icons to root store operators for Document IDs in the 'Complete' stage. Whenever a root store operator edits/deletes one of the Document sections, set 'Document Verified?' back to "Not Verified".

Reason: This is especially needed for root inclusion cases, which can be open for a long time. We verify and sync the documents over to the root cert records, but then we ask the CA to update their CP/CPS documents during the different phases of the root inclusion process. We really want to just update the existing Document ID and re-sync it, rather than create a new Document ID for the same (just updated) document.

When reviewing the progress on the non-audit Case type today, I realized that this problem will be resolved by Bug #1712155, when we update Audit and Root Inclusion Cases to the new flow/interface.
