Bug 1719463 removed most of the items in the old non-proton #appMenu-mainView, but the panel itself and a #appMenu-whatsnew-button item remain. This bug should complete that cleanup to remove those and any references or resources related to them.
Bug 1724300 is also concerned with tidying up the pre-proton What's New menu and might overlap with this one.
