Load up the supplied URL in Phoenix v0.2. Open the window large enough so that there is no vertical scrollbar. Then use Ctrl-+ to zoom the text larger until a vertical scrollbar is needed. You will see a blank grey area the size and shape of the scrollbar appear, and even disappear as you zoom smaller. But the scrollbar itself will not appear.
This is a mozilla bug.

I confirm that bug with Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.2b) Gecko/20021103 It is not a bug that appears only at that special URI, I had it always If I 1. load a Page with several text, which does not need a scrollbar 2. View/Textsize to maximum Expected: Scrollbar with scroll knob appears Actual: something similar to Scrollbar (but otzer "background colour" for the slider and withour knob appears I think, this bug schold be marked as a DUO of bug 173072, because there has been quite much work for this bad effect on that bug
