Details

1. Open two Phoenix windows
2. Click customize in the toolbar of the front-most window
3. Add a new icon
4. Click done to close the panel
5. The background browser window has not updated its toolbar, but any new
windows created are up to date

I was trying to describe the lack of live updating in multiple windows, whereas the other 
bug describes not remembering your settings in the future. But perhaps it's all in the same 
code and can be fixed together.
