To name some:
chardet.dll

Is this related to work being done on bug 171010? If so, it has caused mfcembed
to no longer work with the current GRE build.

That's correct - some of these files are irrelevant due to bug you site above.
However, the latest GRE installer's missing "i18n.dll" which seems to be causing
the crash.

For whatever reasons by the gods, the i18n.dll file is now present, and all of
the other files are being morphed during the merge/footprint reduction effort.
The latest builds work, and I will track the final package contents through bug
171010.
